Q: Will the legs rot from snow?

Maybe not after 1 winter, but eventually I think I have it in my covered porch it gets wet and so far holding well The paint job is disappointing I will have to spray paint it again at some point But for the money and what I needed it for it works You might get a few years out of it in the snow

Q: Can I put casters on the bottom? Is the sheet metal removeable?

Adding casters - YES Top / metal removable - NO

Q: Is this paintable? I need something like this in black

I think it can easily be painted in whatever color you want. We added a clear coat to ours for extra protection as it's outsite.

Q: I cannot figure out the last two steps that require the "B" screws? Can anyone please explain this to me?

I put this together and believe me I didn’t figure it out for a while.but I can’t remember what we’re the last two things to do and can’t find the instructions.I think the top went on and was secured with screws and the sides and back that go around the top.Some of the parts took a little work to get them together.All and all it’s a nice cabinet and would recommend it.Sorry I don’t have the answer but if you just walk away from it for a while and then look at the plans you will figure it out like I did.Good luck
